The regulation for used vehicle inspection has changed in Uganda

 

UNBS (Uganda National Bureau of Standards) has announced that all the road vehicles which will be imported to Uganda after June 2018 have to be inspected for road worthiness AFTER they have arrived in Uganda. Those vehicles will be inspected by UNBS inspectors prior to their release from the Customs controlled areas.

 

Until May 2018, inspections to check the road worthiness of vehicles have been done in the exporting countries BEFORE the vehicles were shipped out to Uganda. For Japanese exporters, it was required to pass either JEVIC or EAA inspection, and the importer had to submit the inspection certificate when they applied for the Customs clearance in Uganda. 

 

This announcement for new import regulation has just made at the end of May 2018 and applied from the first of June 2018. However, this is not the first time that they have suspended their request for pre-export inspections. It also has been stopped and restarted couple of years ago until it ends at May 2018. 

 

The regulation can be updated frequently, so we highly recommend that you visit the UNBS website and check latest information about pre-export inspection when you consider importing any vehicle.

We have been talked through about the vehicle inspections which is required in Uganda, however, there are still many other countries which is required to pass the inspections before the vehicles are shipped out. Let me introduce some examples!

 

Kenya: QISJ

Tanzania: JAAI or EAA or QISJ

Zambia: JEVIC or EAA

Bangladesh: INTERTEK or OMIC or SGS

New Zealand: JEVIC and MAF Biosecurity

What is the purpose of pre-export inspection requirements?

The reasons why pre-export inspection is required differ from each country. For example, for Tanzania, all the used vehicles to be imported are required to pass JAAI, EAA or QISJ inspection. This is to keep the quality of the vehicle which will be driven on the road and to reduce possible accidents.

 

On the other hand, for New Zealand, inspection for biosecurity is also required other than the inspection to check the vehicle condition. As you know, New Zealand is a big farming country and it is critical to protect their nature environment from disease or other factors which can damage their products.

What do they check on a pre-shipment inspection?

 

 

It depends on each inspection but, for example if EAA which inspects the quality of vehicle, those items like if the vehicle has the missing parts or if every button like power window are working properly will be checked by their inspectors.

 

It is very important to understand your county’s regulation including pre-export inspection when you import used vehicles, trucks, or machinery. The regulations have been and will be updated frequently. So keep an ear on what your country announces!
